The city of Ar, within territory controlled by the Moabites, was located east of the Jordan River on the banks of the Arnon River. The Israelites, when they entered the Promised Land, were forbidden by God from conquering Ar or any Moabite land.
Ar, at just two letters, is one of the shortest city names in the entire Bible. Others include Ai (Joshua 7:2), No (Jeremiah 46:25), On (Numbers 16:11), So (2Kings 17:4), Ur (Genesis 11:28) and Uz (Genesis 10:23).

Deuteronomy 2:9
And the Lord said unto me (Moses), Distress not the Moabites, neither contend with them in battle: for I will not give thee of their land for a possession: because I have given Ar unto the children of Lot for a possession.
